~10% at T2 --> T14, specifically Berkeley?

~10% at T2 Bay Area school, rankings have gone down again, and generally dissatisfied with the school environment (both people and the school area).
Got a 1L SA at V100 also in the Bay Area. Grew up in the Bay and would like to stay here so I think it would only make sense to try to transfer to Berkeley out of the T14.

Two questions:
Would it be worth it to transfer anywhere else in T14 and then return to the Bay Area?
Does it even make sense to transfer? I have 50% scholly at current school and I think have a pretty good chance of getting biglaw after graduation. Money isn't too much of a factor for me and the transfer would purely be for prestige of name.

Absolutely, it makes sense to try.
