Do we still need to send the law school transcript and LOR to LSAC like we did when we initially applying the law school, or we can just send them to the schools we are applying for transfer?

I sent all of them to the schools directly. I know some people did LSAC (it's cheaper because then you do it once). But it's a little bit of a rush at the end to get your grades and apps in. All my schools had everything but my final grades so I had the transcripts sent directly so I didn't hold the process up.

Use LSAC for LOR. Make sure your writers have them submitted by May 1st. Just so that they will be processed and ready to go for when your second semester grades roll in. When the grades are in have those transcripts sent directly to your prospective schools, sending them to the LSAC and then waiting the 2 weeks for them to be processed doesn't make much sense when they can get their two weeks earlier.

LSAC may want an undergraduate transcript with your degree on it (if you never updated). Still takes 7-10 business days to process. That's whats holding me up right now. They won't send the LORs or other reports until they have the transcript.
