I had strong LSAT, weak undergrad grades. Ive been accepted to Washington College of Law and Seton Hall. Seton Hall offered more money. Which do I have a better shot of transferring to a higher ranked school from? Im hoping to go to New York for 2L. Does location of Seton Hall help or is higher ranked AU WCL better for transferring?

Do not go to a school from which you would not be happy graduating, because odds are a transfer won't happen.
