As you pointed out, UVA, Northwestern, and GULC are reaches. If you can raise your grades you may have a good shot at UVA (if you have VA residency) and NW. GULC is your best chance at the T14 since they take a massive transfer class; top 10% is definitely worth the application fee IMO. You stand a very good chance at all the other schools you listed but the real question is whether they'd be worth the transfer.

You probably won't get GULC EA, but it is still worth the app. I think that most people who are accepted EA are ranked at least in the top 5% (for TT schools). I was ranked in the top 3% of my class when I got GULC EA. As for UVA, I think that you have a strong shot if you can bump up your rank a bit. I ultimately transferred to UVA from a TT and I was ranked in the top 6% (dropped a bit second semester). I should also mention that I too am a VA resident, which I think helped my odds. Keep up the great work and I'm sure that you'll have some strong transfer options (if you decide to take that route).
