can a personal statement be sent later?
one quick question; can I send a personal statement later? not with the application form? I am applying for BU, and it says I must submit application form and fee by June 15 and complete file by August 1.

No.
I can't speak for the school in question, but every school I have applied to (both last year and this year as a transfer) requires the personal statement to be submitted by the application deadline. Schools tend to have a later deadline for grades.
