Check out this website if you haven't already: http://groups.yahoo.com/group/transferapps/
Looks like someone with similar stats to you (school in the 60s, top 15%) was able to transfer to GW last year. I would say with your numbers you are looking at schools like Emory, Iowa, Notre Dame. Basically anything within the 40-20 range.
I should add that if you are thinking of transferring, you should get moving because at this point spots are filling up quickly no doubt.

Re: Thoughts?
Don't know too much about either of those schools but I do know that it could be a little late to apply to GULC because they have an early transfer application process. I am a little iffy on your chances at Penn only because they are a T10 school and, although your grades are good, I think you might have to be in the top 5% overall in order to have a good shot there. However, transfer apps are very unpredictable (I transfered from a T4 to a T40 and my rank wasn't that outstanding (top 25%). I had a very compelling reason to be at the school I transferred to though and you may have a compelling reason too if you have significant ties to Philly and have a strong interest in the program there (which it sounds like you might).
If I were you, I would stick to BC, BU, GW. However other than the application fee and time spent on the application, you really have nothing to lose applying to Penn.

You'd need top 5% for Penn. You have a solid shot at BC, BU, and GW.

Re: Thoughts?
Are you paying OOS sticker at Temple? Because if you're paying in-state at $18k, it might not be worth transferring to GW/BC/BU and paying $40k+. Have you checked how transfers do at those schools (excluding IP at GW)? You might be more attractive to biglaw at top 15% at Temple than being viewed as a median student at a T25 - which is the rule of thumb on how transfers are evaluated.

Anyone have any schools besides those three I should be thinking of?
