Ok..so anyone have any experience with Stanford transfers.
I'm 3.9 at a mid level tier 2, class rank 1.

Well, you definitely have a shot at H with those numbers, but as I'm sure you know, S takes far fewer people. Check the transferapps database. My gut says you'll need strong ties to CA (good reason to want to be there) and/or your T2 to be nearby, but I'd definitely apply. Without any other information, I'll give you a 30% chance.

Stanford is tough from a T2 because they take so few people. Last year a bunch of people in the top 5% from my T2 (including those ranked #1 and 2) applied but didn't get in. We all went to Berkeley instead, which by the way was an excellent decision.
