Anywhere in the T14 will be tough from a T4...but I've read about Golden Gate students transferring to Berkeley. Also apply to the highest ranked school in your locality.

This is purely my opinion, but I think you might have too many "reaches" on your list. If you have the money to blow on applications you might as well go for it, but it seems like you might want to apply to a few "safety" schools if you are dead set on transferring.
I just wrote this on another thread recently, but I have a friend who was #1 at Whittier (SoCal T4 I believe) both semesters, CALI'd literally every class, and got shut out of the entire T14 except for Gtown and Cornell.
Purely anecdotal of course, but maybe worth consideration if you know you don't want to stay at your current school.
I certainly agree with the locality comment by the previous poster, though. I have seen that make a huge deal in transfer apps. It seems like schools like to take the top people from the local schools, so that may change the calculus for you.

t14 may not be happening, but there are always weird occurrences. i transferred to t14 and we have 1 guy from a t4, so who knows.

I would throw in more schools in the 15-25 range, unless you are only interested in transferring to T14 (in which case you could very well be shut out).
