Do undergrad grades and LSAT factor in AT ALL in transfer?
I know they (schools you are seeking to transfer to) ask for your UGPA and LSAT through your LSDAS report but do they factor in that much? Let's say someone had crappy undergrad numbers but did amazing during their first year of law school at a T3/T4 and is trying to transfer to a T2/T1; would that person's undergrad numbers hurt them?

Generally, no.
Don't go to any school planning to transfer. It likely will not happen.
