To be fair to those who have gotten in, it's not as if their stats are outside CLS' range. My working theory is that the admits so far have clearly been within CLS' range, but are probably more reaches at HYS, whereas those who have not been admitted probably have a better shot at HYS. My guess is that CLS believes they are going to get the best possible class if they begin by admitting the people who will almost certainly attend, because it's the likely "best" school to which they will be accepted. Conversely, if CLS started with all the 3%>, T20ish people, these applicants would probably be holding out for HYS until the bitter end, thus increasing the possibility that the first group (that is, those who CLS has actually admitted so far) would settle for another school. Also, CLS realizes it is viewed as better than the other T6, so they probably know that they can extend an offer to the T20ish people late without risking losing the first group of people they have already admitted.
I'm not saying the above isn't susceptible to criticism (for example, if they think the T20 folks will jump for HYS, why wouldn't the think the notch below wouldn't jump for CLS?), but I think it somewhat logically explains why the people with "better" stats are still waiting.
ETA: CLS probably also believes that the 3%>, T20ish people are more likely to stay at their original school.
