I know of one other withdrawal as well.
Question: this cycle seems very competitive - have there been ANY acceptances of people outside the top 10% of their class? I'm 10-15% at a t20, and I'm not liking my chances...

I don't think each individual withdraw helps others get in. I think what they do is that they admit a certain amount knowing that a percentage (which they calculate from an average of years past) will withdraw. So it's arranged beforehand and factored in.

If that's the case, why not send out a slew of rejections then - instead of string several hundred people along? I can understand keeping a few people around (e.g. a few dozen) as a sort of contingency plan - but you'd think they would just reject the others in that case.

As discussed before, I don't think there is going to be a giant wave of acceptances. However, I would not be surprised at all if there are at least some new acceptances tomorrow and maybe early next week. There's gotta be. They probabaly have already reviewed everything and have a waitlist they will go off to reach their target incoming transfer class size.

I've been in touch with them for some time, but they kept telling me the same thing. Basically that they would try to get a decision out, but they couldn't promise anything. Outy. That, folks, completes my sweep of the t14.
I really wouldn't have applied if I had known my rank in advance of sending the apps out, so meh. I had a tiny, TINY hope that since Berkeley "looks at the entire applicant" they might have given me my biggest reach, but I was 99.9% this wasn't going to happen. I just wish I'd get a freaking acceptance to at least one of my targets already....
