Looked at last year's thread the other day, so this may be off slightly:
2012 Timeline: Fri 07/06 (admits) --> Tues 07/10 (admits) --> Fri 07/13 (denials) -----------------> denials and admits trickled in until the 26th.
My guess would be that the 07/13 denials were on the deposit deadline (or day after).
Only thing we could do is speculate at this point. What's the use?

Will the fact that my file is still incomplete have an impact on the ultimate decision? They have all my application docs finally, but I have yet to receive email confirmation/status still says incomplete application - at this point I'm concerned my app won't receive the same consideration as it would have if it were competed sooner

True, but we're only calculating based on what's been reported here.
