I'm going to follow bush's advice and call Career Services today. I think people here just don't get how the game is played. A call from Career Services, or someone with authority, should be enough to show that I'm not just trying to skip out early. I'll try a few approaches before I just burn the bridge.

No one is saying "Just burn the bridge." They're saying, if you have to choose between EIW and burning the bridge because your boss won't be flexible, then burn the bridge.

Not to beat a dead horse, but EIW is literally the most important 3 days of your law school career.

Is there anybody working in your office who graduated law school in the last 10-20 years? I'd talk to them first as they're obviously someone your boss knows and trusts. They'll know how important OCI is.

The Hill is a joke, get out of there and get your 160K/yr paying job at OCI.

I've decided to find a way to attend EIW. I'm still working on getting permission to take a week off or leave early; but if things can't be resolved amicably, then so be it. I have some friends that transferred and although they got interviews through mass mailing, they also advised against skipping EIW.

A final option is taking off half the week to attend EIW--a compromise of sorts where I'm on unpaid leave for two days. However, I won't present this as an option until I'm sure that I'm not missing out on a significant number of firms I want. Also, I need to be sure that this compromise is okay and there are no hard feelings. If the result is the same as me just leaving early, then I might as well just leave.

Sounds very reasonable. Are you actually getting paid in this Hill position?
I am getting paid; and the pay isn't terrible. Also, there's a bit of background as to why it might be hard for me to leave early. I negotiated for a later start date. My boss then jumped through hoops to push my start date back a week, but I had to promise that I would stay an extra week. Now I am asking to renege on that promise. Granted, circumstances have changed, but still...

I got permission to take off work for EIW as long as I make up the hours. Basically, i talked to an attorney that knows my boss well, I asked him what his thoughts were, and he went to bat for me on the issue. My boss even apologized and said that he had no idea how important this was for my career.

Thanks to everyone for their advice!

OP: Without knowing the specifics of your position & your target market & career goals, you need to take any proffered advice with caution. Why not share the type of position in DC so that you might get more understanding responses. It is obvious to me that you still have concerns about leaving for EIW.
