I did the write-on, as did almost every transfer in my year. Two made LR; everyone else (as far as I know) got their first pick of secondary journals. You won't have results before OCI so it wasn't very helpful one way or the other (a whopping one firm waited to extend a callback until I confirmed my spot on a journal). Although I suppose its a talking point at callbacks.

The write-on consists of an at home writing portion, a proctored blue book test, and a personal statement. When I transferred, the competition opened the same week as transfer orientation which was (if I recall correctly) a week or so before OCI (around August 8 - 10 maybe, with OCI around August 17-23). So either way, you'll have plenty of time to do it before OCI.

West Coast big law: I know there are plenty of firms with west coast offices that have west coast interviews at OCI, and I certainly know a few people heading to CA, but I really can't comment on the success rate or placement in CA as I did not bid anything but NY/DC. I think its fair to say, though, that if you want to interview for west coast firms you'll have plenty of opportunity to do so.

As for transfers at OCI generally: there were 24 or so transfers my year. 24 or so of us are heading to Big Law. I know very few Penn students generally that did not get big law, I know zero transfers that struck out (at least for my year, can't comment on last year's transfers).

You're welcome. Penn is really a great place to be and transferring was the best decision I've ever made. I should mention, too, that if you do accept an offer to transfer, you'll be linked up with a transfer student from last year (a "morris fellow") who will be there to answer questions and help you during the transfer process and acclimation.
