I'm leaving GW this year for CLS (or maybe H or Y if they come through, though I doubt it) and from what I understand about how GW kids do, I'm not sure that top 15-20 percent is going to give you that amazing a show at Biglaw (though it's obviously not unrealistic), much less an A3 clerkship.
As somebody who is getting out of dodge, I have an obvious bias, but I'd say transfer. This is especially true - as it is for me - because you're not getting any money from GW.
