What do you mean by "moot court situation"? You just have to find a partner and sign up before the deadline, which I believe is some time in October. The school will create a transfer email group if it hasn't done so already, which you can use to solicit partners from within the transfer class. Otherwise, you can just do what everyone else does and either ask people you meet in classes or send out desperate school-wide emails to see if anyone is still looking for a partner within a few days of the deadline. The only disadvantage transfers face with respect to moot court is that they don't have as much time to form strong friendship-based ties with potential partners.
