Like our economy, its better for this information to trickle down instead of going bottom up. Mention it to your cousin, not the interviewer.

If you have it, use it. I was part of a law firm recruiting team for several years. Sadly but truly name dropping helps in hiring. But of course that could just be a added bonus. You still have to be good on your own. But if it comes down to the wire these connections can help tip the scales in your favor.

there's nothing wrong with personal references when the reference reflects well on you. if your father/mother/uncle/cousin is a federal judge or a bigfirm managing partner or someone else that the hiring committee is going to respect then that says something about who you likely are. all the employer gets is 20 minutes at oci and a resume/transcript most of the time, and a person who knows you and can attest to you can make it a lot easier for a firm to say yes because there are fewer question marks.
where that turns into coercion is an ethically grey area, and some people are less comfortable than others with giving jobs or other things as favors or whatnot. it's definitely done all the time though.
