Considering a lateral offer. I know the firm has a decent hours requirement but is this actually true (1800) or is the expectation that you go way above this. Considering non-transactional practice.

It's going to depend on the specifics of the group/office and the workflow. If you were doing NYC M&A, I'd say more hours are basically guaranteed, but hard to say in an unknown group and an unknown office. From what I've observed, Skadden tends to have a pretty hardcore culture when it comes to hours, but again I have mostly had contact with NYC-based transactional groups.

Setting all that aside, I wouldn't pay too much attention to target hours in biglaw. You are going to work according to the work that comes in the door, and who oversees it, not any set guideline. I'd expect to work very hard, but the difference may or may not be meaningful compared to your current gig.

To know whether the hours will be crazy, I'd need to know what you consider crazy. I'd expect to work like 2000 hours, with some years higher (2200), and some lower (1900).
