What are the pros and cons of each? Is there a clear choice for someone interested in litigation/regulatory/govt. facing work?

I agree that Covington is the clear winner here for OP's regulatory / government facing goals, but this is a pretty simplistic take. For appellate work, A&P would clearly be the better firm. For antitrust, neither Covington nor W&C hold a candle to Cleary. There will never be one clear "best firm" in a given market.

Covington is the best firm in DC because it's the top firm across the widest array of practice groups.
