Yes generally that is when the cold/no offer is given at kirkland

It varies by firm, but that’s when it typically happens. Others might do it as part of your last-day exit interview with HR. There’s also a few firms that don’t do formal offers (and sort of leave it at “call us when you’re ready to come back”), but that’s mostly to get around some of the ethics issues that come with having accepted an offer if you’re planning on clerking, and IIRC they’re very upfront with summers about how that process works.

Yes, while some/many firms may not do it then, many extend the offer during the final review.
