What to do if you're in the best market for your practice but want to live somewhere else

I'm in a fairly specialized practice and in one of the arguably best markets for that practice. The problem is that I don't want to live here and would prefer to live somewhere else. The other place is also a major market and probably stronger overall compared to my current city, but not as strong for my specific practice field.

Would employers ask why I want to lateral out since the current city has the stronger market for my field, or is it a legitimate answer to say that I'd much more enjoy living in the other city for various reasons including non-work-related reasons (family, friends, culture, vibe, etc.)?

The ideal answer would focus more on why you like that firm, more so than your personal reasons for moving to the city. You can pepper some of those in too, though.
