Post-CB call invitation?

Last week, I did a CB for a summer role. I received a call and was told the firm would like to extend me an offer and that it would take a little while for HR to put the admin stuff together. Today, I received an email from HR inviting me to schedule a call with some associates at the office and asking for my transcripts and a writing sample. The HR email makes no mention of any offer or anything along those lines.

I'm really confused here. Did I get an offer or not? Is this associate call another interview? Why would they ask for my transcripts and writing sample if I already had an offer. Is this what usually happens?

I haven't seen a firm ask for those things after an offer has been made. Either HR is confused, you misheard what the person said on the phone, or the person said something incorrectly. In any case, you should just contact HR and explain what's happening and see if they still need all the info/need you to talk to more people. It could be that HR messed up and is extending an invite to interview as opposed to extending an offer.

That's bizarre. Unless this is a small firm, it sounds like someone made a mistake.

It was a big firm (V20), just a different market (non-NY). Everything turned out fine, though. Looks like they just needed the stuff for their records or something (?)

Got an email with the offer.
