You can blame the dysfunction on COVID which lets your previous employer save face and therefore gets you mostly out of "badmouth" territory.

The answer to this type of thing is to always frame it as being about your own personal preferences and professional desires, not about what your previous employer was doing.
I'm not sure how you could reframe "they're disorganized and I suspect malpractice is inevitable there" though. So you're probably better off just making up another reason like a 2L OCI makes up why they selected a firm to interview with.
