How does 3L OCI work for those who had a 2L SA?

Did anybody who did 3L OCI already have a 2L SA and was for whatever reason unhappy and so they decided to re-recruit?

Can anybody tell me if having a 2L SA offer made a difference?

In my experience, having the offer made all the difference. I began networking towards the end of my SA and really didn't get anywhere until I had an offer from the firm I summered at. The offers didn't come until a week after the end of the SA, and it was obvious that the firms that were talking to me basically were going to require me to have an offer before moving forward with the process. From conversations with partners and knowing how the firm handed out offers in previous summers, I was 99.9% sure I would receive an offer, but the only thing the other firms cared about was the actual offer.

I've been doing that a bit.

I've been asked about my SA with literally every person I've interviewed with. If I don't bring up the fact that I've received an offer first, I'm asked about it. One firm even asked me about my offer status before bringing me in for an interview.

Going to say that you're pretty late for starting it if you haven't already. Lots of firms are done or are finishing up 3L hiring. A few haven't started yet but afaik that's only a few.

I think it's a bad position to not have done a SA and try to do 3L OCI/mass mailing. I think it's an even worse position to not get an offer from your SA.
