What's your feeling about this. I didn't get the job (and actually felt that I didn't do well in this conversation specifically - didn't know enough about the firm), but this partner suggested I could contact him in the future even if I didn't get the job. Not quite that directly. Any thoughts on what this means (is this a way of saying he wasn't going to recommend me?), and is it actually OK to reach out? Was thinking about contacting him to ask about local market

Yes. They typically actually do mean it, especially if the partner is a newly minted partner.
