An extremely close friend of mine just received a callback from a firm that did not even offer him an OCI screener interview. the email said that they really enjoyed meeting with him at his OCI screener and thought he would be a great fit with the firm. the email proceeded to invite him in for a call back to meet the rest of the firm. this was not a case of mistaken email because the email called him by name and referenced how they enjoyed talking with him about specific experiences from his resume. this was indeed his first ever contact with the firm.
anyone have similar stories?

Similar thing happened to me once. OCI screener disagreed with everything I said and ended the interview 10 minutes early. I received a CB invite, went to the CB and received an offer.

Your friend probably massmailed them and got a straight CB (which is typical), but recruiter copied and pasted the wrong response.
