I think there are a decent number of firms that haven't filled out their classes yet, and offers will probably go out as candidates release extra offers. Now is a good time to follow up on any mass mails you may have sent out and let firms know you're still interested. Better to take a broad approach with this rather than try to figure out which firms in particular are still hiring.

What’s the collective wisdom on applying to some of the firms above after not getting a callback from OCI?

Who cares what collective wisdom is? You don't get OCI, gameover. You try after OCI and you have a chance again. What are they gonna do, tell you they'll never look at your first application again now? There is nothing to lose but time applying, and plenty to gain.

Assuming you did a screener, there are some places who won't consider you again. Not worth it to try and figure out who will and who won't, so might as well apply. "Collective wisdom" definitely says to apply to places you haven't spoken to yet, though.
