Transactional or litigation for government regulation/compliance?

Hi all,

I am a law student trying to make the lit/transactional determination. I have significant prior federal and state job experience, and am interested in firms working gov compliance/admin law. Might be stupid to ask, but would these positions in Biglaw be exclusively for litigation folks? Of course things like white collar defense/admin litigation would be, but what about careers in advising companies on new gov regulations (ie FDA guidelines...). Do these jobs even exist in Biglaw?
