Who do you send an application to when a firm does not have a recruiting contact listed?

First, double-check the firms website and make absolutely sure that the firm does not have recruiting contacts for each of it's offices. If there truly is no recruiting contact, see if the firm has a 'Careers' portal through which they run a formal application process. If they do, submit through there.
If not, submit your application materials to the hiring partner of the office you are targeting, in an email that states the position you are applying for and explains why you are submitting your application to them.
