1. Should I put "journal pending" since I don't know what journal I'm in?
2. How many decimal points am I allowed to use for my gpa without it looking tacky? For example 3.3 vs. 3.29 vs. 3.294 etc.

Don't put any journal yet. Technically you might not get onto any of them. You can update your apps with the journal when appropriate.
And put your GPA in whatever form the school gives it to you (if the school says 3.294 don't say 3.3).
