question
i'm looking at some other schools' oci spreadsheets and i see stuff like: mayer brown (top 25% preferred). this is from a t2 in houston. what is this trickery? is this realistic? makes me think i can get the firm from my own t2.

Stuff like that typically isn't updated on a school by school basis. For instance, Mayer Brown probably submits the same thing to the T14.

These are probably for that school's preselect. That lets them limit the number of bids they get for preselect, then they go and pick the resumes they like (read: Top 5-10%)
