So I received an offer. Originally, they said they would send for my background and drug screen as soon as they received my signed offer letter. They received it on Thursday, however I haven't heard anything else. Is it okay to send a follow up email?

Just let them do it. Employers don't want to give you an actual notice of when they'll do a drug test because... then you have a chance to game it.
