Probably but I would continue to apply regardless with a 3.99 GPA. Focus on TX as it's more 1L friendly in general.
What's the worst that can happen? You don't get a SA?
I'd say it's worth the effort to keep trying for another few weeks.

How is it even possible to get a 3.99 gpa? Does your school give A+ (4.3)? Otherwise, I don't see how the math would work for all A's and 1 A-

Also, what is the harm in applying? Worst case scenario, you don't get a position.

Probably won't happen but you should still go for it. Everyone interested in those types of jobs should go for it. Worst they do is they say "No." You're a law student, you've got nothing but free time to crank out job applications.

The GPA calculation at my school seems a bit different from the others.
I have been too preoccupied by this mass mailing that my study schedule seems to have been disrupted a lot. I was thinking that maybe I should just focus on my studies instead and take any legal job back home for this summer. Hope we all get what we wish for.

1L SA hiring continues through February and into March, so it's too early to give up. If you're at UT (which your weird GPA and geographic preference suggests), Spring OCI for 1Ls isn't until mid or late February.
