Networking/emailing alumni while working

What's the best way to network while working?

I joined a Bar Association but I'm looking to email alumni at firms. However, it's hard given my situation.

As a junior at a small firm, I don't have predictability or control over my schedule. I do work as needed, meaning I'll help with whatever is needed by the partners each day. I also work a little farther from my target market (30-45 minutes away) which means I can't really get coffee/lunch throughout the day since it would take me too long to get there.

What's the best way to network with alumni in my situation? Is meeting on weekends a "thing"? Phone calls? Getting happy hour drinks acceptable?

Yes, I've done both of these. Demonstrating that you're flexible will result in higher success rate in getting someone to talk to you, because not every partner has the time to meet with you for coffee/drinks/etc. I usually reach out via e-mail and they'll usually say something like "gimme a call sometime next week etc etc."
