Take the offer and stay on government loan repayment plans. There's shouldn't be a scenario where you "can't" repay your debt of you don't refinance, and you can gain experience and continue to look for other jobs if you aren't happy with this firm.
If you're considering accepting, just ask about billables. This is a perfectly reasonable and expected question.
I know a handful of people in NYC that worked at boutique corporate firms and transferred to biglaw during the first couple years. it's certainly not impossible.

Take the offer. Billable hours mean nothing so don't even factor that into your decision.

Take it. it's a good practice area and it sounds like lots of experience early on. definitely can lateral, and im not sure you would want to because your salary will rpob jump. i'm in a v25 in that area and we take lateral;s in our graoup with worse credentials than you.

i would take it, but i'd also kindly remind the partners that the firm needs to start paying closer to market. or at least give you some upside once you hit billables which equal 2x your salary.
