TCR for turning down an offer

Career services insisted I call the hiring partner but my trust in the career services at my school is very low.

Is an email considered rude?

Also, do I call/email the hiring partner? Recruiting? The partner who interviewed me and gave me the offer?

You can email. I think you should be non-aspie and take a minute out of your day to call but I realize a lot of people hate the idea because they think it's confrontational when it's really not. The partner won't care, won't grill you.
