Networking in a new market

I recently graduate but moved back to my home market. My network is very limited here and I basically have to start from scratch. It's not a small market but smaller than my school's (NYC).

I've read the other TLS posts about networking but most of it seems to be tailored to the 2L job search.

For post-grad networking, I'm not sure how to go about it since I'm looking for a job RIGHT NOW and haven't had time to build my network in this market.

I'm mass mailing firms everyday and sending out networking emails but I'm confused on how to go about it. Should I send out my mass mail app first, then reach out to a partner? Or reach out to a partner first, then try to inquire about hiring after building a connection? Anyone in the same situation as me have advice or anecdotes to assist me?
