I am below median (GPA 3.0-3.2) at a T20 LA school. Wondering if it is worth my time to mass mail now, or if I should wait until January (anticipating a GPA bump).
Interested in LA and Bay Area. No ties to secondary markets.

What sort of bump are you expecting?
If it's not going to be major you should just start mass mailing AND getting out there and physically meeting people now.

I'm expecting a bump to ~3.3 if I solely focus on grades this semester.
I have been networking all summer, but I wonder if at this point my GPA is too low to merit any competitive offers.

I second what others are saying about physically meeting people. If you connect with someone at these firms, especially alums, they can put in a good word for you to a recruiter. That can be extremely effective.
