Do not decline any callbacks until you have an offer.

When you do have an offer, call or email and say "thank you for your consideration but I have decided to pursue other opportunities and would like to cancel my callback interview."

You have four callbacks and you think you're in a position to start turning em down? Get real dude. I did nine callbacks and got one offer.

Maybe OP has an offer and just didn't want to say so. Shouldn't everyone attempt to address the actual question? Lol.

The type of person who thinks an "oral callback" is a thing worth mentioning would definitely drop the "I have an offer" bomb up front.

As someone who has no callback invitations so far, I would DEFINITELY NOT turn down any of those invitations if you only have four. Unless you have an offer, all you're doing is limiting your chances of getting something.

Echoing others, definitely do not turn down CBs, especially with only four, two of which are "oral". That's no where near the point of turning down CBs. Just schedule the ones you're less interested in further out and you can always cancel once you cop dat offer (assuming you do, which you still may not).
