How feasible is it to practice T&E work without a tax background?

If by "practice" you mean "get into a biglaw T&E practice group," then it's very feasible. That's what I did. I knew absolutely nothing about tax before summering at my firm. (After, I took a couple T&E classes during 3L, but my firm didn't know about this, so it couldn't have affected their decision-making.)
At least two other associates in the group also had no tax experience prior to law school. I don't know about which classes they took during law school.
If by "practice" you mean something else, then I have no idea.
