Options on the table but you have not considered: (c) Accept the offer, keep applying and later reneg if more comfortable offers arise. Also, (d) you can always lateral to the desired city later once you have some work experience.

Separately, I see this sort of situation IRL all the time: investing in a romantic relationship or investing in your professional career. Most I know pick the former but the latter is a more secured choice--most romantic relationships eventually end but professional career is just the beginning.

Take the job, keep it for security, and try and apply elsewhere in the market you are interested in. If it doesn't work out, you have a fall back plan. If it does work out, you at least have a viable reason to reneg... obviously they'd still be pissed, but at least somewhat less so.

Without specifics, the best generalized advice that I can offer is to take the offer. Most relationships that end probably do so as a consequence of financial problems. With an offer to do work that is exciting to you & with no other offers, the answer seems obvious to me. Plus, do not assume that you won't be happy in this firm's location without giving it a try.

In short, you have no other options so follow the advice of Crosby, Stills & Nash. (Love The One You're With.)

P.S. Is the offer in the state where you clerked for the State Supreme Court ? If so, even more reason to stay.
