callback 3 wks ago with DPW NY, still radio silence...anyone in the similar situation? should I email to ask or just assume a ding instead

If you have a deadline coming up, let them know about it. Otherwise, just endure the wait.

Never assume. I'd follow up if you haven't (by phone, not email). But some will say to be patient.
