Talking about exits during interviews
When asked why I want to be in D.C., would it be appropriate to mention that I'd eventually like to end up in government? It helps explain why I'm here, but I also don't want to seem to be a flight risk.

What do you do if the FIRM brings up exits? Like "it appears you have a lot of government related things on your resume, interested in that down the road?"

Sounds like a trap, I'd reiterate my interest in working for a law firm long term. When prodded on why DC, I definitely brought up the fact that although I want to start/end at a firm, the reality of big law doesn't always make that possible "and I'd rather exit into DOJ than Goldman Sachs"
No other ties to DC and it worked fine basically everywhere

I'd save all discussion of exits for your second look. Some firms are very proud of where their attorneys go after their time/understand the rotating door model and embrace it.
It's just not the lie you're supposed to be saying during the interview process.
