What's the protocol on that?
I bid on them, didn't get an interview.
I'm above their GPA range, so I'm qualified. Should I just mail it off anyways? Should I include a little note in the body of my e-mail explaining that I'm still interested?

You should be careful with statements like this.
But just send an email like normal, maybe with an extra sentence saying you see they are coming to campus and you'd like to meet with them if they have time.I'm above their GPA range, so I'm qualified.

Thanks. I think maybe I wasn't clear. OCI just finished last week. I want to start mass mailing now to the firms I didn't have interviews with. Is that what most people do?

Don't obsess - just keep mailing. You're likely to have better results with firms that didn't come to your OCI, but there's absolutely no reason not to cast as wide of a net as you can while maintaining an acceptable quality for each application.
As for whether you mention it in a cover letter or not, it really won't matter much either way. The firm is aware of where they have interviewed and will look into it or not as they see fit - so add a brief sentence or not as you see fit, but send the app, and then send 10 or 20 or 100 more afterward.
