So, I've finally decided to jump onto the OCI bid-list boat. I'm a transfer student from a tier 4 school to Berkeley (top 1%) and looking at NY, LA, DC and the Bay Area at last. At the moment I'm unsure if I want transactional or litigation, but, I think I'm leaning more towards transactional.
Any ideas what my chances re and any advice on bidding strategy.

Without knowing anything more, don't bid on four different cities. And if you give people something to work with, we can be a lot more helpful.

Does OCS give you historical "GPA" cutoffs? Do they tell you how you should bid (as though you're top third or something etc.). After getting how you intend to bid, look up top transactional firms from LA/SF on Chambers for M&A.
