Your basic options are to figure out if you can stay on full time at the organization where you are doing your fellowship, apply for similar jobs at other state, local, and federal agencies, apply to firms that have a connection to the kind of work you've been doing ( mostly mid law, but if you see relevant big law or small firm openings apply as well), or apply to private sector in-house positions. I'd start by asking your supervisor about the possibility of you staying on, but if that isn't a certain path I'd apply to all the above places. With 2 years of solid experience, I think you'll have a much better time than what you may have experienced applying straight out of school.

That's going to depend on the kind of work you end up doing. If you do substantive legal work in an area that's in demand and are competitive for lateral type positions (basically if they treat you like a regular attorney at the agency), many employers will look past your grades after two years. Two years is long enough to develop real expertise if your employer gives you the chance. On the other hand, if you remain basically entry level after the fellowship (they treat you like an intern during the fellowship) and have to apply to entry level jobs, grades will matter more. In any event, your grades will matter much less (but will still matter) after two years of work experience.
