DOJ Honors, Clerking and Schools W/Loan repayment programs

Does it make sense to take the loan repayment program, knowing that you will have to pay back the loan if you go to private practice following clerking, but hoping you get DOJ Honors or some public sector equivalent, or

Does it make sense to not take the loan repayment, apply to DOJ Honors/etc anyway, and if you get it, enter the program then (and pay back any advances you got from your summer firm).

Any thoughts or personal experiences welcomed.
