I would love some input on this job description and position for an international consulting company.

Responsibilities:
Review, draft and negotiate legal contracts including:
consulting engagement agreements,
confidentiality agreements,
vendor contracts,
various other types of agreements
Directly negotiate and/or support the negotiation of an agreement acceptable
Communicate your assessment of the legal issues in an agreement to internal clients and/or one or more of the senior lawyers on legal team in a clear and concise manner
Coordinate review and comment by other departments
Review and prepare RFP responses
Support other members of legal team on special projects

1) is this legal? for example, in house?
2) am I part of the legal group?
3) thoughts?

I work in-house and I regularly do most of those things.

So that points to being part of the in-house group rather than being a support staff? the position title is Counsel.

What are the qualification requirements? Is a JD required? This sounds more like a "Contracts Administrator" position which is not usually part of in-house counsel.

Qualifications:
Qualified lawyer 3+ years experience reviewing, drafting and negotiating business contracts in a law firm or in-house setting
Legal qualification need not be in local market
Strong legal drafting and negotiation skills
Excellent written and verbal communication skills
Highly-developed organizational skills and be articulate, detail oriented and hard working
Ability to work independently, but within a team-focused environment
Proficient in MS Word and PowerPoint
Experience in servicing global clients preferred

Yes, that is very clearly an in house attorney position if the title is counsel, and those things are what all the more junior people in my in-house group do (and that is fairly common judging by all the attorneys I work with at other banks, investment advisors, funds, etc).

There generally are very few junior people within in-house counsel. My bank has two people, me included. Everyone else had 5-10 years of biglaw experience before starting here. What we do is absolutely supporting the attorneys.
