So I am dying to send a thank you email to a panel who interviewed me today, but their email addresses are all bouncing from both my school and personal email. I don't know what to do, as I really want this internship and dont want to mess up on the basic etiquette of a post-interview thank you.

PS- time to one day mail them if the email doesnt work?

Gov jobs will probably not decide too fast to send a snail mail thank you. Unless it's an internship then sometimes you'll get an offer very quickly, as I experienced for some 1L offers
