I understand that we cannot contact firms or judges for 1L summer positions until December 1. Given that it falls on a Sunday this year, am I correct in understanding that we should not place letters for judicial internships in the mail until the following Monday (Dec 2), or is it acceptable to mail them tomorrow (Saturday, Nov 30) given that they will certainly not arrive the same day they are sent?
In other words, is the December 1 requirement for the post office time stamp or for the date the letter is actually received by the courthouse?

This. Just do it on Monday. You won't hear the next day. Plus, you will pretty much automatically disqualify yourself on Dec 1 if you don't follow up with some judges with grades without them asking. The idea behind Dec 1 is to smash and grab an internship and have it locked up without grades and fast.
